Certified Substance Abuse Professional evaluations for CDL holders and safety-sensitive employees. We guide you through every step of the federal return-to-duty process — efficiently and compassionately.
What Is a SAP?
A Substance Abuse Professional (SAP) is a licensed clinician qualified under U.S. Department of Transportation regulations (49 CFR Part 40) to evaluate employees who have violated DOT drug and alcohol testing requirements.
If you've tested positive, refused a test, or violated other DOT drug/alcohol rules, federal law requires you to complete the SAP process before you can return to any safety-sensitive position — including driving a commercial vehicle.
We are a certified SAP provider serving CDL drivers, transportation workers, and other DOT-regulated employees throughout California via secure telehealth.

The Process
The SAP process is defined by federal regulation. Here's exactly what to expect — no surprises.
A comprehensive face-to-face (or telehealth) assessment of your substance use history, current situation, and clinical needs. This evaluation determines what education or treatment is appropriate.
Based on your evaluation, we recommend a specific level of education or treatment. You must complete these recommendations before your follow-up evaluation.
After completing your recommended education or treatment, we conduct a follow-up evaluation to determine whether you have successfully complied and are ready to return to duty.
Once cleared, we provide your employer's DER with the required SAP report. You can then take a return-to-duty drug/alcohol test and resume your safety-sensitive position.
