What Is a SAP?

A Substance Abuse Professional (SAP) is a licensed clinician qualified under U.S. Department of Transportation regulations (49 CFR Part 40) to evaluate employees who have violated DOT drug and alcohol testing requirements.

If you've tested positive, refused a test, or violated other DOT drug/alcohol rules, federal law requires you to complete the SAP process before you can return to any safety-sensitive position — including driving a commercial vehicle.

The Process

Your Return-to-Duty Roadmap

The SAP process is defined by federal regulation. Here's exactly what to expect — no surprises.

Step 01

Initial SAP Evaluation

A comprehensive face-to-face (or telehealth) assessment of your substance use history, current situation, and clinical needs. This evaluation determines what education or treatment is appropriate.

Education or Treatment

Based on your evaluation, we recommend a specific level of education or treatment. You must complete these recommendations before your follow-up evaluation.

Step 03

Follow-Up SAP Evaluation

After completing your recommended education or treatment, we conduct a follow-up evaluation to determine whether you have successfully complied and are ready to return to duty.

Compliance verification with your provider
Step 04

Return-to-Duty Clearance

Once cleared, we provide your employer's DER with the required SAP report. You can then take a return-to-duty drug/alcohol test and resume your safety-sensitive position.
